qualityisrare, i think ur right,but im thinkin that its just because of what happen to ACE(luffy's Brother)it's gion to be a long one,so they thought of this filler first,usually they put the filler in the middle of the big fight like what happened to robin,but know they put the fillers first before entering in a new adventure...thats what i think though....hehehehehe

This is a two part special, kinda like an OVA (Original Video Animation). Still it's funny what you said, if only Oda (Manga Author) had thought of making this special a "crazy Luffy dream" that he has while flying thought the sky unconscious, that way it might actually fit in the filler category. Although I doubt Luffy would have such positive dreams after suffering the loss (as far as he knows) of his entire crew.
